The discussion about formalizing the Triad Consolidated Child Care Pilot Stakeholders, resulted in concensus that Joan Smith would work with Kevin Richards and the other directors of the pilot counties human services to draft a proposal to structure the Triad Stakeholders as an early childhood advisory council to the three boards of county commissioners. While there are several groups of individuals meeting around specific early childhood programs; such as the Head Start Policy Council, the Inter Agency Council and the Colorado Preschool Program District Council in Jefferson County, and the Clear Creek County Child Care Coordinating Team in Clear Creek, there is not currently a functioning body to review ALL early childhood programs in the three county area for the purpose of improving coordinating efforts between the programs. This purpose was one of the primary outcomes sought in the Consolidated Child Care Pilot.
Joan distributed a first draft of the combined budget for the Triad Pilot. The budget reflected all the funds that are currently identified for use in implementing the Triad objectives. The budget also reflected a proposed request in response to the $40,000 that have become available to the Triad Pilot through the state Youth Crime Prevention and Intervention funds.
Toni La Tronica gave an update on the progress of Educare in supporting communities in efforts to enhance the quality and affordability of early care for young children. Toni reported that Educare will be conducting a train the trainer session on December 7-10th. The training will be to create a team of individuals who can begin to conduct assessments of child care facilities as the rating system for facilities is implemented by Educare. Educare will be sending letters of intent to the counties of Jefferson,Clear Creek, Gilpin and Denver. The letters of intent will ask communities to propose comprehensive support systems for child care programs seeking to become part of the Educare model by enhancing their quality, with funding supplied by Educare, for training and equipment. The efforts of the Triad Pilot, are important first steps in creating these community support systems.
