I. Triad Early Childhood Resource Council

The document detailing the purpose of the Triad Early Childhood Council was reviewed. The Council is not designed to usurp authority from other existing bodies. The term consolidation of funding was modified to the coordination of funding. The revised purpose of the Triad Early Childhood Council:

To establish an advisory council of representatives from the three counties of Jefferson, Clear
Creek and Gilpin Counties for the purpose of making recommendations to the three boards of
county commissioners concerning the coordination of funding streams, and the expansion of
capacity and quality of early care and education services in the three counties.

The creation of the Council will give the Triad Consolidated Child Care Pilot a formal structure to continue the work of the Pilot after the time frame outlined in the state legislation.

The time line for the creation of the Triad Council:

  1. Jan 1999--Each county director of Social Services will be contacted to give input into the formation of the Council. Jon Gallegos and Sandy Martin will meet with Terry Green. Joan Smith will meet with Pat Carr. Kevin Richards will have a preliminary conversation with Terry Green to make sure he has current information concerning the proposed purpose of the Council. Kevin will notify Sandy and Jon when he has met with Terry.

  2. Jan 1999--The County Social Services Directors will be asked to provide input in the membership of the council, the operating structure and the objectives of the Council. Based on this input the Directors will advise in how the Council should interface with the three boards of County Commissioners.

  3. Feb 1999--A nominating committee will be formed, comprised of current members of the Triad Stakeholder group. The committee will review the current membership to ensure that key representatives are involved in the Council. The committee will make recommendations for a Chair, Vice Chair and Secretary of the Council.

  4. March 1999--The Council will meet to consider the recommendations from the County Directors in prioritizing goals and objectives for the coming year and set a meeting schedule as needed.

II. Educare Update

Joan Smith reported that Educare has scaled back the initial Roll Out plan from the launching of the Early Childhood Resource Process RFPs to selecting five Triad Pilot sites and eight Pilot sites in Denver to test quality improvement approaches. Educare will also be selecting two child care facilities at random for this initial phase. Joan will ask Educare to supply an outline of what the facilities will be expected to do if selected for this initial phase. Joan will meet with the directors of the sites when this outline is available to plan how Triad will respond.

III. Triad Consolidated Child Care Pilot Evaluation

Donna Garnett, from the Centers for Human Investment Policy at CU Denver reported on the process that the evaluation of the Pilots has followed. A report is being prepared for the state legislator and will be presented March of 1999. Donna is conducting personal interviews with representatives from Head Start, CPP, schools, social services and private providers. Donna arranged to meet with these individuals the second week in January.

Other:

Joan reported that Triad has submitted our budget and plan narrative for the YCPI grant award. Triad has requested $40,000. A fiscal agent needs to be identified before these dollars can be allocated to Triad.

Triad has been asked to co-host an interagency forum with Jefferson Center for Mental Health, and Jefferson County Health Department concerning early intervention for preschool children at Risk. The forum is scheduled for January 26 at the Shepherd of the Hills Church in Lakewood. More details to follow.
